and Where to Find Roan County Services
Many
permits and legal actions are handled by elected and appointed officials
in the Roane County Courthouse, located at 200 East Race Street, Kingston,
Tenn. 37763. The offices are open on Monday from 8:30 a.m. to 6 p.m.
and Tuesday through Friday from 8:30 a.m. to 4:30 p.m. A list of offices,
officials and duties follows:
Assessor of Property: The assessor appraises taxable properties,
drafts property line maps and verifies data for 100 percent market value
appraisals. The Assessor of Property is Teresa Kirkham, (865) 376-4362.
Circuit Court: Handles lawsuits over $10,000; workers compensation
cases; files civil suits, adoptions, and divorces; collects child support
and costs/judgments in civil cases; receives payments of costs/ judgments;
issues garnishments/executions; empanels jurors; and processes appeals.
The Circuit Court Judge is the Honorable Russell Simmons, Jr., (865)

Circuit/Criminal Court Clerk: This office is responsible for
Roane County General Sessions, Circuit, Juvenile and Criminal Courts.
The Circuit/ Criminal Court Clerk is Angela Randolph, (865) 376-2390.
Clerk and Master: This office probates wills, collects back taxes
and keeps the records of the Roane County Chancery Court. The Chancellor
is the Honorable Frank Williams, (865) 376-2193. The Clerk and Master
is Shannon Conley, (865) 376-2487.
County Attorney: The county attorney serves as legal advisor
to all county departments and officers and acts as counsel in any legal
proceedings filed. The County Attorney is Tom McFarland, (865) 376-5344.
County Clerk: The clerk issues vehicle/boat titles and registrations
and hunting, fishing, business and marriage licenses. The clerk also
collects mineral and hotel/motel taxes and notary public commissions,
keeps the County Commission minutes and records of its actions, and
takes beer license applications. The Clerk is Dorothy Marshall, (865)

County Mayor: The mayor is the countys fiscal agent and
chief administrator, prepares/administers a budget, audits bills for
accuracy, oversees purchases, maintains all property except schools
and may contractually bind the county and its departments. The County
Mayor is Ken Yager, (865) 376-5578.
Criminal Court: The Criminal Court handles criminal cases. In
the case of felonies, a defendant may receive state prison time and
a judge-imposed fine. In misdemeanors, a defendant may receive a fine,
jail time or probation. The Criminal Court Judge is the Honorable Eugene
Eblen, (865) 376-3576.
District Attorney General: This office deals with victims of
crime, provides legal information, prosecutes criminal cases, and oversees
Division of Child Support Enforcement cases and witnesses in pending
cases. The District Attorney General is the Honorable Scott McCluen,
(865) 376-2145.
Election Commission: This office oversees registration/absentee
voting, sends petitions to candidates and keeps a current list of elected
officials. The Administrator of Elections is Tony Brown, (865) 376-3184.
General Sessions Court: This office issues small claims court
civil warrants; handles misdemeanors, divorces, and traffic court; and
holds preliminary felony hearings. The General Sessions Court Part I
Judge is the Honorable Thomas Austin, (865) 376-4392. The Part II Judge
is the Honorable Dennis Humphrey, (865) 376-5584.
Register of Deeds: The register records warranty and trust deeds
and related instruments; powers of attorney; military discharges; real
estate contracts, leases and purchase options; charges of incorporation;
certified will and judgment copies; and court orders. The Register of
Deeds is Marlene Henry, (865) 376-4673.
Sheriff: The sheriff enforces laws, maintains order, serves civil
processes, houses prisoners and supervises deputies and jail personnel.

Trustee: The Trustee is the countys treasurer, investing
and safeguarding county funds and collecting personal and property taxes.
